Currently Latvia is placing the following types of children for international adoption:
- Children age 9 and older
- Children with special needs
- Sibling groups of three or more children
The children from Latvia will primarily be Caucasian with fair complexions. A request for a specific gender is possible. For children with special needs, the Ministry of Welfare in Latvia maintains a database on waiting special needs children. The database is updated 3 to 4 times a year. Each Latvian child’s profile will include a few paragraphs explaining the child’s needs.
Marriage Requirements: Married, heterosexual couples or single women are accepted
Age Requirements: Adoptive parent must be between 25 to 55 years of age and at least 18 years older than the child they want to adopt. No history of child abuse, violence or domestic violence history will be accepted
Income Requirements: No minimum income required; however you must meet the income requirements provided by the USCIS
Religion Requirements: no requirements
A total of three trips are required. Both parents must attend the first trip to meet the child. The child will be placed with you in country for 19-26 days during which visits will be conducted during this time by the Latvian Adoption Central Authority. After this period, if you decide you want to accept custody of the child, you will then return home with the child. After several months, you will make a second trip to Latvia to attend court. The second trip requires about 3 days in country. Only one parent is required for this trip and the child must attend if the child is 12 years or older. The third trip is to pick up the child’s passport and have your interview with the US embassy there to get the child’s visa. At least one parent and the child must attend this trip. This trip requires approximately 5 days in country.

The average time from dossier submission to receiving a referral from Latvia is currently about 6 to 36 months. The time it takes to receive a referral of your Latvian child will depend primarily upon the specifics of the child you request. However, most Latvian adoptions are completed within 12 to 18 months.
Adopt Abroad and Latvia require post adoption reports. In addition you will be visited during the time when your child returns with you after the first court trip for total of five reports at 1, 3, 6, 12, & 24 months.
